Since each current Scratchcard game in the U.S. is offered in only one state, there are no scratch tickets in North Dakota (as of June 2007), making it the only U.S. lottery without them. However, the coming Midwest Millions instant ticket will be sold in at least Iowa and Kansas , so North Dakota would be eligible to offer it.
