The Education and Manpower Bureau (; policies in Hong Kong .

The EMB is headed by the Secretary For Education And Manpower and Permanent Secretary For Education And Manpower , who are currently Michael Suen and Raymond Wong respectively.

The EMB oversees the Secretariat, University Grants Committee and Student Financial Assistance Agencies . It also works closely with other departments for any joint decision, for instance with Hong Kong Observatory in determining cancellation of classes due to severe weather conditions.

The Education Department , which was responsible for implementation of education policies, reported to the EMB before it was merged with the EMB in 2003 .

The Labour Department was transferred to the Economic Services Bureau in July 2002 , which was then renamed Economic Development And Labour Bureau , when the Principal Officials Accountability System (POAS) was introduced.

The manpower portfolio will be transferred to the new Labour And Welfare Bureau in July 2007, according the the proposal tabled by Donald Tsang's government after he was successfully re-elected as the Chief Executive of the territory. The EMB will be accordingly renamed Education Bureau.

Prior to Transfer Of Sovereignty in 1997 it was named Education and Manpower Branch.
