1 Although the whole of Cyprus became part of the European Union on 1 May 2004, the EU's Acquis Communautaire only applies to the southern part of the island which is under the effective control of the internationally recognised Republic Of Cyprus . Northern Cyprus has been outside the control of the Republic of Cyprus since the Turkish Invasion Of 1974 and is therefore '' De Facto '' not part of the EU. The 2004 Annan Plan For Cyprus which sought to reunify the island before EU accession was accepted by a majority of Turkish Cypriots , keen to end their international isolation and join Europe, but rejected by the Greek Cypriots , most of whom viewed the plan as flawed and biased in favour of the Turks.

2 French Guiana and Guadeloupe are French Overseas Department s (since 2003 also additionally Overseas Region s) and as such are fully part of France and the EU. Until 2007, Saint Martin was administered from Guadeloupe and, therefore, the Netherlands Antilles bordered the European Union here.
