The agency was created by Law 22 of June 23 , 1976 . ORGANIZATIONAL STRUCTURE The Civil Defense State Agency of Puerto Rico is ascribed to the Commission Of Security And Public Protection . It is composed of the following Offices :
GEOGRAPHICAL STRUCTURE The Civil Defense State Agency of Puerto Rico has a central office located in Santurce , San Juan , Puerto Rico and 11 zones throughout the island located in Aguadilla , Arecibo , Carolina , Fajardo , Guayama , Gurabo , Humacao , Mayaguez , Orocovis , Ponce , and San Juan . PROGRAMMATIC STRUCTURE The Civil Defense State Agency of Puerto Rico is composed of the following programs:
