HISTORICAL BACKGROUND For most of the Cold War (from 1946 to 1986 ), Haiti was under Dictatorial rule. After the February 1986 Military ouster of Jean-Claude Duvalier , Haiti was ruled by a series of short-lived Provisional Government s (five presidents in six Administrations from 1986 to 1991). The country's first democratic national election was held on 16 December 1990 , and saw Jean-Bertrand Aristide elected President .
