The content of the book was decided by a vote of the members of the Science Fiction Writers Of America , choosing among short stories (up to 15,000 words long) that predated the Nebula Awards . The top 15 vote-getters were included; Silverberg then used his judgment, rather than the number of votes, in selecting most, but not all of the next 15. '' Nightfall '' was chosen as the best short story, followed by '' A Martian Odyssey '' and '' Flowers For Algernon ''.
