Alderman Stephen Moutray MLA (born 25 February 1959 ) is a Unionist politician from Northern Ireland . He was educated at Lurgan Junior High School and Lurgan College . Moutray was elected to Craigavon Borough Council in 2001. He is member of all the major committees and is vice-chairman of Environmental Health Committee {Link without Title} .
