The 1988 act is a new and improved version of the Official Languages Act of 1969 , an outgrowth of the Royal Commission On Bilingualism And Biculturalism . The primary impact of the 1969 act was in providing federal services in both languages, where population size warranted it. Its principles were later incorporated into the Constitution Of Canada , in Section 16 of the Canadian Charter Of Rights And Freedoms . The act recognized both French and English languages.
