The Monongahela National Forest (MNF) is a National Forest located in eastern West Virginia , within the portion of the Allegheny Mountains that includes the Allegheny Front and the western portion of the Ridge-and-valley Appalachians . It includes most of the highest elevations in the state, including Spruce Knob (elevation 4,863 feet), the highest point in West Virginia, along with several wilderness and special-use areas. The Monongahela National Forest is administered from the main headquarters in Elkins, West Virginia and six ranger districts. One of the most beautiful views within Monongahela National Forest (and in all of West Virginia) is looking up at the incredible rock structures on top of North Fork Mountain. The most spectacular cliffs are located just south of Cabins, WV (a couple hundred yards south of Smoke Hole Road) and are called "Shelby's Cliffs" by locals. RANGER DISTRICTS
