COMPOSITION Eight councillors are elected every two years, one each from eight special councillor districts. Massachusetts Constitution, pt. II, c. 2, § 3, arts. 1 & 2 , as amended by art. XIV. The districts consist of the entirety of five Massachusetts Senate districts. The Massachusetts Lieutenant Governor serves '' Ex Officio '' as chair of the ''Governor's Council'' and has no vote. Massachusetts Constitution, pt. II, c. 2, § 2, art. 2. In the event of a vacancy, the General Court may, by concurrent vote, select some person from the relevant councillor district to fill the vacancy. Massachusetts Constitution, pt. II, c. 2, § 3, art. 7 , as amended by art. XXV . If the General Court is not in session, the Governor may select the new counsellor, with the advice and consent of the existing ''Council''. DUTIES The ''Council'' generally meets at noon on Wednesdays in its s and Communtations , Massachusetts Constitition, pt. II, c. 2, § 1, art. 8, as amended by art.
