MAJOR ACTIONS On October 16 , 2003 the bill was introduced in the House of Representatives By Congressman John Hostettler of Indiana. No action was taken until July 19 , 2004 when it was amended by the Committee of Judiciary. It was then passed by the House of Representatives on July 22 , 2004 in a 233 to 194 vote.
