Kevin B. Sullivan, a Democrat , was Connecticut's 106th Lieutenant Governor . He was elected to the State Senate in 1986 and served as Senate President Pro Tempore from 1997 - 2004 . Upon Governor John G. Rowland 's resignation, Lieutenant Governor M. Jodi Rell became governor. The Senate President, Sullivan, was then sworn in as Lieutenant Governor on July 1 , 2004 . Prior to his election to the State Senate, he was mayor of West Hartford (since West Hartford has a town manager, this is equivalent to chairman of the town council). As a state senator, Sullivan clashed with former Governor John Rowland and pressed to increase the size and scope of state government. In 2002 when the state had a budget shortfall. Sullivan said it was a "temporary revenue problem" and advocated the use of the state's "Rainy Day Fund". When the budget problem persisted, the state income tax had to be raised in 2003. Sullivan had been a vocal critic of Governor Rell, who ,like Rowland, is a ''; January 2 , 2007 Sullivan is married to educator and West Hartford Town Councilwoman Dr. Carolyn Thornberry.
