The organisation's headquarters are in Washington DC , United States Of America . It was founded by Doug Brooks, who is currently CEO of IPOA, in April 2001.1 Member firms must adhere to a Code of Conduct.

The association says that its purpose is to improve the image and legitimacy of PMCs by establishing an ethical code for its member companies2. However, one of the main activities of the IPOA is sending letters to editors of major newspapers which print unflattering articles about PMCs.

IPOA is a relatively democratic organisation. Member companies submit delegates to board various committees. David Hammond , a lawyer who represents many PMCs in court, is the chairman of the general counsel committee.3 Ostensibly the IPOA is seen as a representative of the PMC industry. In July 3 2007 when The Washington Post estimated that the number of PMC fatalities had topped 1000, Doug Brooks was quoted saying " are more applicants than there are jobs," and that "[t hat's been the case from the beginning and it is still true, even though pay has gone down because there is a lot of competition."4

In 2005 the IPOA refused to accept Aegis Defence Services as a member. The IPOA publishes ''The Journal of International Peace Operations''.
