The Cable Authority was a body in the United Kingdom , which existed from the 1980s until December 31 , 1990 to regulate cable TV franchises and non-terrestrial television channels distributed by CableTV. At the time these servives only reached a very small audience. From January 1 , 1991 , its functions were taken on by the Independent Television Commission . |
