The first 14 picks in the draft belonged to teams that had missed the 2007 NBA Playoffs, with their pick order determined through a Lottery held on May 22 , 2007 . The remaining first-round picks and the second-round picks were assigned to teams in reverse order of their win-loss record in the 2006-07 NBA Season .

This draft was quite forward-heavy and included several quality big-men. The 2007 NBA Draft also marked the first time three players drafted in the top 10 came from the same school (Florida), and the first time five players in the top 10 all played in the NCAA Basketball National Championship Final .

LOTTERY

Teams were in the 2007 Draft Lottery either by being eliminated from playoff consideration or through prior trades with non-playoff teams. The NBA performed a tie-breaker on April 20 to determine which teams get which picks.2 The lottery was held on May 22 , 2007 in Secaucus , New Jersey .

Fourteen Ping-pong Balls , numbered from one to 14, were placed in a bin to create 1,001 four-ball combinations. Each team was assigned a set number of four-ball combinations based on their won-loss record during the 2006-07 NBA Season . Combinations were drawn to determine the top three picks, and then the remaining spots were assigned to the remaining teams based on their win-loss records.

The first 14 picks were awarded as follows (with the winning lottery numbers for the top 3 picks).4

Despite having the three highest probabilities of earning a top-three pick, neither the Memphis Grizzlies (.643 probability of drawing a top three pick), Boston Celtics (.558), nor Milwaukee Bucks (.468), received a top-three pick. Mathematically, this situation occurs only 4.05% of the time. 5 Memphis, Boston and Milwaukee received the fourth, fifth and sixth picks, the lowest possible picks they could be awarded through the lottery.

Below were the chances for each seed to get specific picks in the 2007 lottery (rounded to 3 decimal places)

  • Pick would remain with Atlanta if it was in the top three. If it was not in the top three it would be transferred to the Phoenix Suns.

  • ---Pick would remain with Indiana if it was in the top ten.
