There are 27 stations in WPR's network, in two groups. The first, the ''Ideas Network'', is devoted almost exclusively to talk radio programming. The second, ''The NPR News and Classical Network'' devotes itself primarily to classical music broadcasting, but has access to National Public Radio news, which is broadcast regularly. WPR's Madison, Wisconsin station WHA 970 AM claims to be the oldest radio station in the United States , although the claim is disputed. It is unusual that WHA was allowed to continue broadcasting during World War I while most stations were shut down, so a claim for "oldest continuous broadcaster" could be valid. WPR's stations are licensed to several different organizations. Most stations belong either to the University Of Wisconsin System or to the Wisconsin Educational Communications Board , state government agency. Other stations are affiliates, owned by local schools or colleges. The network's headquarters is located on the U.W. Madison campus, but a substantial amount of programming originates from studios in Milwaukee , and all of the regional studios originate some local programming.
