The treaty entered into force on 14 December, 2005, following the 30th ratification by Ecuador on 15 September at the 2005 World Summit .

As of 4 January 2006 there were 39 state parties and 140 signatories. The state parties were:

Europe: Belarus , Croatia , France , Hungary , Romania , Serbia And Montenegro

South America: Bolivia , Brazil , Ecuador , Paraguay , Peru

Central America: El Salvador , Honduras , Mexico , Panama
