The general elections are held in November of even numbered years, and new Congresses first meet on January 3 of the following year (about two months after the election). Typically (but not always), special elections are held in odd-numbered years; perhaps because vacancies in an even-numbered year are so close to the general election, that a special election would be too much of a hassle or a waste of resources so close to the general election. See, for example, 107TH CONGRESS (2001 - 2003) 108TH CONGRESS (2003 - 2005) 109TH CONGRESS (2005 - 2007) |
