ORIGIN

Silicon Gulf also is a term for the gulf of difference in culture between Silicon Valley and the developing world. A program under the same name, spearheaded by Silicon Gulf Incubators, Inc., was undertaken in Davao City, Philippines, then primarily an agricultural and trading region, to create and sustain a Local Innovation System appropriate for Developing Countries . Unlike top-down Techno Cluster building which require a strong push for government technology policies and massive budgets, the Silicon Gulf framework involved a Grassroots effort that developed programs in academe and the private sector. The said program created a Call Center Incubator (CCI) and Research And Development laboratories in selected universities, starting with Ateneo de Davao, which was part of a quadrangle of instutions called the Silicon Gulf Diamond.
