Security sector reform (SSR) is often an important precondition for good governance, security, human rights, and the achievement of poverty-reduction goals. Other terms are sometimes used, such as security sector transformation (SST) and security sector governance (SSG). The aim of SSR is strengthen civilian management and oversight of security sector institutions. It also has a special role to play in the demobilisation and reintegration of security sector personnel and other combatants, in post-conflict societies. The security sector can be defined in a variety of ways. A basic list of "actors" includes following: military, paramilitary, police, intelligence, and border and customs authorities. More controversially some include civil society, parliament, and other oversight bodies, that contribute to debate on "security sector" policy. EXTERNAL LINKS Links to Articles
