Robert Anacletus Underwood (born July 13 , 1948 ) was a Delegate from Guam to the United States House Of Representatives . He was born in Tamuning , Guam, and attended California State University, Los Angeles and the University Of Southern California . He became a teacher, and an instructor at the University Of Guam , director of bilingual education assistance for Micronesia and Academic Vice President of the University of Guam.

He was elected as a Democrat to the House, serving from January 3 , 1993 - January 3, 2003 . He was not a candidate for reelection, but was an unsuccessful candidate for Governor Of Guam .

He serves as vice chair of the Asian Pacific American Institute for Congressional Studies and is chair of the newly-founded Asian Pacific Islander American Scholarship Fund (APIASF), which he was instrumental in founding.
