Raccoon Police Department is a Fictional Law-enforcing agency that appears in Capcom 's '' Resident Evil '' Survival Horror franchise. The station is located and situated right in the heart of Raccoon City . HISTORY The Precinct was formerly an Art Museum until the late 1980 s, when it was purchased by the police for its ample parking space. It was lavishly decorated with art purchased by Brian Irons , and several storage rooms were occupied primarily with undisplayed items. The building contained two entrances to the city's sewer system; one through the kennels, and one through a secret room connected to Chief Irons' office. These sewer entrances allowed travel into Umbrella 's secret, underground lab. Arklay Mountains incident In late July 1998 , the S.T.A.R.S. team were dispatched into the Arklay Mountains to Investigate a series of Murder s in the region. However, after the Spencer Mansion incident, surviving S.T.A.R.S. members led by Chris Redfield , requested a full-scale investigation against Umbrella Corporation 's activities; this was denied by Chief Irons, who later officially disbanded S.T.A.R.S., seeing that his role as a double agent was in danger. Raccoon City outbreak During the T-virus Outbreak in Raccoon City on September 1998, Leon S. Kennedy , Claire Redfield , and other survivors sought refuge at the precinct. Days after the initial outbreak, S.T.A.R.S. member Brad Vickers tried to seek refuge in the station after being followed by Umbrella's Bio-weapon Nemesis ; however, he was brutally killed by the creature in front of his comrade Jill Valentine , at the main door of the R.P.D headquarters. The R.P.D building was temporarily used as a fortress by surviving officers (who later were killed by creatures or shot to death by Chief Irons); it was destroyed along with the rest of Raccoon City, in a military strike aimed at preventing the T-Virus outbreak (and information about the outbreak) from spreading. KNOWN MEMBERS
The S.T.A.R.S. officers were members of the Raccoon Police Department as well, until the unit was disbanded by Chief Irons . PARAMILITARY UNITS The ''Raccoon Police Department'' also had two different Paramilitary units, each established for a different purpose. S.T.A.R.S. ''Main Article: S.T.A.R.S. '' In 1996 , The R.P.D established the ''S.T.A.R.S.'' (''Special Tactics And Rescue Service'') in order to combat several issues including Terrorism , training in Explosives , Sniper training, First-aid , negotiation, handling K9 units, and other areas. Select Police Force Division (SPF) This unit was created by Chief Irons shortly after S.T.A.R.S. was disbanded. Their duties were SWAT -based and were to serve as the R.P.D's means of armed response. Leon Kennedy and Kevin Ryman were former operators of the SPF. The SPF did not last long after its establishment as most of its operatives were killed by the zombies and other monsters that were loose in the city during the initial stages of the outbreak.
