The Kingdom Of Belgium is a sovereign, independent state. It is a Constitutional Monarchy and a Federal state made up of communities and regions. CONSTITUTION ''Main article: Constitution Of Belgium .'' The Constitution of Belgium was established on February 7 1831 . Its first major revision was in 1970 when, in response to a growing civil conflict between the Flemish-speaking and French-speaking communities in Brussels, the Government declared that "the unitary state, its structure and functioning as laid down by law, had become obsolete". The new constitution recognised the existence of regional differences within Belgium, but sought to reconcile these differences through a diffusion of power to the regions. It was last revised on July 14 1993 , when the parliament approved a constitutional package creating a federal state. The constitution is the primary source of law and the basis of the political system in Belgium. EXECUTIVE BRANCH
