Members in the U.S. Congress have shown growing concern with the seemingly rampant political corruption within the local Government of Guam , which ironically, occurs in a much higher degree in Congress itself. Investigations into the expenditure of Federal grants have revealed waste, fraud, and abuse throughout all levels of the Guam Government bureaucracy during the administration of former Governor Carl T.C. Gutierrez . There is controversy over the fact that proceeds from federal income taxes paid by the residents of Guam like other United States territories remain with the territory's government at the same time it receives millions from the United States Government in grants and transfers.
