(English: '''The Pearl''') is a large building (designed by Ingimundur Sveinsson) in Reykjavík , the capital of Iceland . It used to consist of four tanks for water storage, but in 1991 the building was converted to its present form, largely at the behest of Davíð Oddsson , who was then mayor of Reykjavík. Notable features include an Artificial Geyser which pumps water in the air every few minutes, a large roof featuring tiny lightbulbs that simulate stars when seen from the outside, and mirror glass windows that reflect the Northern Lights . The uppermost floor of Perlan houses one of Iceland's fancier restaurants. Its distinguishing characteristic is a rotating floor -- customers can thus enjoy the view changing while they sit and dine.
