Pendent jurisdiction is a theory of whether Federal Courts have Jurisdiction to hear certain aspects of a case, concisely articulated by Justice Antonin Scalia as being "jurisdiction over nonfederal claims between parties litigating other matters properly before the court" ('' Finley V. United States '', 490 U.S. 545, 548 ).
