This is a straight shot road that skims along the north shore of Lake Sakakawea in west-central North Dakota . Running only 123 miles, the eastern terminus of Highway 23 is at North Dakota State Highway 41 about four or five miles south of Velva, North Dakota . The western teminus is in Watford City, North Dakota with U.S. Highway 85. The only towns that Highway 23 cut through are New Town, North Dakota and Watford City, North Dakota . Other towns along the route include Makoti, North Dakota , Parshall, North Dakota ; Plaza, North Dakota ; Mandaree, North Dakota ; and Ryder, North Dakota .
