Norman C. Bay (born October 10 , 1960 in Champaign-Urbana, Illinois ), is a former U.S. Attorney for the district of New Mexico . He was appointed by former U.S. President Bill Clinton in 2000 and resigned in 2002 when President George W. Bush came into office. He is the first Chinese American U.S. Attorney in history. Bay's biggest case was the Investigation of Wen Ho Lee , a Taiwanese American accused of selling secrets of U.S. 's Nuclear Arsenal to China .
