Miggs was a patient at the Baltimore State Hospital for the Criminally Insane and was placed in the next cell to Dr Hannibal Lecter . He appeared to have been a sexual Psychopath who threw Semen at Clarice Starling on her first meeting. Lecter was outraged at this display of manners and that night, talked Miggs into swallowing his tongue. |
