He and mayor John F. Street are known to have clashes of policy and reform. Nutter has been named as a poential canidate for 2007 Phialdephia Mayor's race. BACKGROUND Michael Nutter was born and raised in West Philadelphia. He attended and graduated from Saint Joseph's Preparatory after which he went to the University Of Pennsylvania where he was at its Wharton School Of Business . After graduating college he worked as an investment banker specializing in municipal finance. He was first elected as a councilman in 1991. POLICY Nutter supports repealing the city's Business Privilege Tax and Wage Tax. He also is a predominate voice behind ethics reform in the city. He is sponsoring a bill to ban smoking from all city bars and restaurant. He has positioned himself as a reformer. In summer 2005 he drew some criticism for stalling SEPTA from restoring at Route 15 Trolley which runs along Girard Ave. through his district. SEPTA and the city spent $82 million dollars to restore the line, which has been served by buses since the early 90's. A ward leader had complained to him that the allowing the trolley to operate would mean that her and her neighbors would have to move their illegally parked cars and park them elsewhere.
