On a more local level, Duncan founded the Environmental Law Centre in Edmonton, and worked on numerous projects with the Edmonton Social Planning Council . She has served as Vice President of the Sierra Legal Defence Fund , the Clean Air Strategic Alliance (CASA), the Canadian Council on Human Resources for the Environment Industry, and as the Vice President for the Lake Wabamun Enhancement and Protection Association. She is a contributing author to the first, second and third editions of Hughes, Lucas and Tilleman's book ''Environmental Law and Policy'' (Emond Mongomery) as well as numerous other legal publications.



In the 39th Canadian Federal Election , Duncan ran as the New Democratic Party candidate for the Riding of Edmonton-Strathcona . She came in second to incumbent Conservative Rahim Jaffer, taking almost twice as many votes as the third-place Liberal candidate and giving Jaffer the narrowest win he'd experienced since his election in 1997.
