OVERVIEW


The June 15 North-South Joint Declaration is a banner common to the Korean Nation which it should steadfastly hold to for the reunification of the country and a landmark of independent reunification in the 21st century.

The essential spirit of the declaration is, in a nutshell, to resolve the reunification problem by the concerted efforts of the Korean nation.

The historic Pyongyang summit meeting in 2000 was arranged by the independent efforts of the North and the South , not by the foreign mediation or intervention.

In the meeting the heads of the north and the south solemnly declared internally and externally the principles of independently settling the national issue.

It is illustrated in the Article One of the joint declaration, which says, “The north and the south agreed to solve the question of the country’s reunification independently by the concerted efforts of the Korean nation responsible for it.”.

The first article clarified the nation’s rejection to outside interference and its willingness to settle the reunification issue by the nation in accordance with the nation’s interests and intention. This is the most important and fundamental article of the 5 articles.

The declaration dwells upon the principle of national independence in the ways of reunification.

The north and the south, recognizing that the low-level federation proposed by the north and the commonwealth system proposed by the south for the reunification have similarity, agreed to work together for the reunification. It is really a fruitful agreement for the ways of the reunification, first ever in 55 years after the division. In the circumstances that the north and the south have different ideas and social systems, the co-existence of the two ideas and systems should be allowed to achieve peaceful reunification by the concerted efforts of the nation.

The second article, which stipulates the principle of the reunification based on the co-existence of the two systems, is the reunification proposal arranged by the Korean nation itself, not by foreign forces.

In order to achieve the reunification by the nation’s own efforts the two parts of Korea should strengthen the unity and develop the inter-Korean relation. Only then, can they achieve the reunification independently.

Therefore, the north and the south agreed to activate cooperation and exchange in all fields of the society including the economic sector.

As mentioned above, the spirit of the June 15 Joint Declaration is to settle the reunification issue by the concerted efforts of the nation.
