Harris Miller




Harris N. Miller is a former immigration lobbyist and information technology business lobbyist. He is the former president of the Information Technology Association Of America and the World Information Technology and Services Alliance (WITSA) .

Miller is presently a Virginia Democratic Party candidate for Senate in 2006 . His primary election Democratic opponent is James Webb . The Primary Election will be held June 13, 2006.


EARLY LIFE

Harris Miller was born in Western Pennsylvania to a lower-class family. He began working in a steel mill at age 13. The mill closed operations in a matter of years, but Harris had saved enough money and earned enough scholarships to attend the University Of Pittsburgh


EDUCATION


Miller received an undergraduate degree in political science and philosophy from the University of Pittsburgh in 1972. He received a master's degree in political science from Yale University in 1975.


CAREER


In the early 1980's, Miller acted as government relations director for Fragomen, Del Rey, Bernsen & Loewy, LLP , a nationwide law firm specializing in immigration, and he operated his own government relations firm, Harris Miller & Associates .

In 1995, Harris Miller became president of the Information Technology Association Of America (ITAA). Since that time, he has promoted the interests of Information Technology firms throughout the United States. During his tenure as head of this association he became well acquainted with future Governor Mark Warner


Previous political positions


Miller was the head of the Fairfax County, Virginia Democratic Committee from 1986 to 1993.

He was an aide on the U.S. House Judiciary Committee; legislative director for former U.S. Senator John Durkin (D-N.H.), and Deputy Director of Personnel Management for Congressional Relations in the Carter Administration.

He was appointed by then-Governor Mark Warner (D) to the Virginia Research and Technology Advisory Commission; by then-Governor Doug Wilder (D) to the Virginia State Lottery Board; and by then-Governor Gerald Baliles (D) to the Commission on the Federal Funding of State Domestic Programs.


2006 SENATE CAMPAIGN


Miller's candidacy has provoked sharp and sometimes bitter debate as critics accuse Miller of being a driving force behind 1) declines of American employment in the Information Technology sector and 2) "wage-compression" or reductions in salaries paid to American IT workers.

As the longtime president of two information technology business trade groups (which critics describe as "lobbies"), the ITAA and WITSA, Miller is accused by critics of supporting the Offshore Outsourcing of American high technology jobs and the importation of Third World workers into the U.S. under non-immigrant visa" (NIV) or "business visa" programs.

Critics claim that foreign workers imported under these NIV programs (noteably, " H-1b " and " L-1 ") are used to: 1) replace Americans, 2) fill employment positions in place of Americans, 3) depress the wages and salaries of middle class American workers, and 4) facilitate the offshore outsourcing of American jobs to low wage nations such as India and the Peoples' Republic of China. The employment area most affected is information technology (IT): software engineering, computer programming, database administration, and network administration. The education areas of those affected are largely in computer science, computer engineering, and electrical engineering.

In his campgaigning, Miller paints himself as a fiscal conservative in the style of Governor Warner. He continues to attack Senator Allen on his support of George Bush's policies (with Allen's voting record showing 96% support of Bush's bills) and approval of spending bills that have added up to a $9 trillion deficit.
