Sir Graham Hugh Boyce was born on 6 October 1945.1 He is the son of Commander Hugh Boyce and Madeleine Manley.1 He married Janet Elizabeth Spencer, daughter of Reverend Gordon Charles Craig Spencer, on 11 April 1970.1

Sir Graham Hugh Boyce was educated in Hurstpierpoint School, Hurstpierpoint, Sussex, England.1 He graduated from Jesus College, Cambridge University, Cambridge, Cambridgeshire, England, with a Master of Arts (M.A.).1 He was in the Diplomatic Service between 1968 and 2003.1 He held the office of Consul-General to Stockholm between 1987 and 1990.1 He held the office of Ambassador and Consul-General to Doha between 1990 and 1993.1 He was invested as a Companion, Order of St. Michael and St. George (C.M.G.) in 1991.1 He held the office of Ambassador to Kuwait between 1996 and 1999.1 He held the office of Ambassador to Egypt between 1999 and 2001.1 He was invested as a Knight Commander, Order of St. Michael and St. George (K.C.M.G.) in 2001.1
