He was the son of (Saint) William, Count Of Toulouse (cousin of Charlemagne ). His mother (second wife of his father) was a Frankish lady. Later than c. 790, when William started to rule the county of Toulouse , Gaucelm received the government of the county of Rosselló with the land of Vallespir , as count associate to his father, delegate in the zone.

Gaucelm directed the Frankish and bellicist lobby in the lands south of Pyrenees , while his half brother of Berà of Barcelona and also son of William I count of Toulouse (but from his first wife the Goth lady Khunegunda) directed the Goth (nationalist) lobby, partisan of the peace with the Muslims. Gaucelm received support from his brother Bernat, called later Bernat Of Septimania . His subordinate, the Goth Sanila, directed the accusation against Berà in the Assembly of Aachen in February 820. Berà was deposed but Gaucelm didn't obtain the counties ruled by Bera (Barcelona, Girona and Besalú) as he wanted. But Gaucelm obtained later (February 826 ) the designation as count of Barcelona and Besalú (and probably Girona) for his cadet brother Bernat. It is not fully established if the county of Girona was given to Bernat or to Gaucelm.

After taking part in the defeat of the son of Berà, , Nimes , Melguelh , Agde , Beziers , Narbonne , Rasez , Conflent , Besalú , and Barcelona (or Barcelona- Girona ).

Pepin duke of Aquitania , son of the Emperor, revolted in autumn 831 , and Bernat of Septimania and Gaucelm supported him. The royal forces easily took the lands of Bernat. In the Assembly of Aachen in February 832 , the region called Gothia (the lands of the current Catalonia) were assigned to Charles the Bald. Bernat and Gaucelm were deposed in late 832 . Gaucelm tried to resist but at end surrendered and lost all family land in Burgundy .

Gaucelm was killed in the battle of Chalon-sur-Saone in 834 , when taking part in the fight between Louis The Pious and his son Lothar who had revolted.
