JICA is responsible for technical cooperation; the OECF is responsible for soft loans; and the Exim Bank has not only a trade-financing role but also has become increasingly involved in lending for aid programs. The Exim Bank, for example, was the government agency chosen to carry out US$10 billion in cofinancing with the World Bank and the International Monetary Fund (IMF) in the 1989 Brady Plan for partial relief of Mexico 's international debt.
