Fleet Admiral is the highest commissioned Starfleet Rank in the Star Trek Fictional Universe . This Flag Rank is analogous to the actual Rank of Fleet Admiral , the highest Military Rank – above Admiral – in many Navies , particularly the Naval Officer Rank system of the United States Navy , after which the rank system in Starfleet is largely based. However, in Star Trek Fanon , the rank of Fleet Admiral was established in the follow-on Star Trek series, with the new insignia conjectured to be five gold pips within a gold collar rectangle. An unnamed Fleet Admiral can also be seen in the opening act of '''' and there is at least one additional Fleet Admiral present in the briefing room shown in ''ST6:TUC''. Neither character is given a name nor do the Fleet Admirals in question have any spoken dialogue. Fan literature has speculated the existence of even higher ranks than Fleet Admiral to include such ranks as " Sector Admiral " and " Flag Admiral " .
