The Town of Fine is in the south part of the county. HISTORY The first settler arrived around 1823. The town was organized in 1849 from parts of the Towns of Pierrepont and Russell . GEOGRAPHY The town is within the Adirondack State Park . The Oswegatchie River flows through the town. The south town line is the border of Lewis County and Herkimer County . According to the United States Census Bureau , the town has a total area of 438.8 Km&2 (169.4 Mi&2 ). 432.8 km&2 (167.1 mi&2) of it is land and 6.0 km&2 (2.3 mi&2) of it is water. The total area is 1.36% water. DEMOGRAPHICS As of the Census 2 of 2000, there were 1,622 people, 667 households, and 452 families residing in the town. The Population Density was 3.7/km&2 (9.7/mi&2). There were 1,137 housing units at an average density of 2.6/km&2 (6.8/mi&2). The racial makeup of the town was 97.29% White , 0.68% African American , 0.68% Native American , 0.37% Asian , 0.00% Pacific Islander , 0.06% from Other Races , and 0.92% from two or more races. 0.37% of the population were Hispanic or Latino of any race. There were 667 households out of which 25.8% had children under the age of 18 living with them, 54.9% were Married Couples living together, 7.5% had a female householder with no husband present, and 32.2% were non-families. 27.1% of all households were made up of individuals and 13.9% had someone living alone who was 65 years of age or older. The average household size was 2.36 and the average family size was 2.83. In the town the population was spread out with 21.1% under the age of 18, 8.2% from 18 to 24, 26.0% from 25 to 44, 27.7% from 45 to 64, and 17.0% who were 65 years of age or older. The median age was 42 years. For every 100 females there were 97.8 males. For every 100 females age 18 and over, there were 100.0 males. The median income for a household in the town was $32,112, and the median income for a family was $38,618. Males had a median income of $38,043 versus $20,875 for females. The Per Capita Income for the town was $16,744. 17.3% of the population and 13.7% of families were below the Poverty Line . 24.1% of those under the age of 18 and 10.8% of those 65 and older were living below the poverty line.
