He was elected to the Federal Council Of Switzerland on June 12 , 1913 and handed over office on February 12 , 1920 . He was affiliated to the Free Democratic Party . During his office time he held the following departments:
He and Giuseppe Motta worked to make Switzerland a member of the League Of Nations . On 1920-05-16 , Switzerland was admitted by a very close vote (11 for / 10 against). After leaving his government position, he worked with international law professor Max Huber to resolve a conflict between Finland and Åland . He was President Of The Confederation in 1918 . |
