Nobody . The title "Fear of a Black Tangent" is a
Spoof of
Public Enemy's album
Fear Of A Black Planet . This is confirmed in the lyrics of Yawning Zetigeist Intro, by the line "It's a Fear of a Black Tangent, idiot; A Public Enemy spoof."
