Other conditions on factory work imposed by the Act were: mills must have a fresh air flow, the floors and walls should be washed regularly, male and female workers should be housed in separate bedrooms, no more than two children to a bed, new clothing provided to child workers and an hour's teaching in Christianity on Sundays.

Fines of between £2 and £5 could be imposed on factory owners, but the Act established no inspection regime to enforce conditions.
