It was born from the merger of Eurocom , the main agency of the French communications group Havas , itself created in 1835 by Charles-Louis Havas as a press agency, and RSCG , in 1991 . While Euro RSCG's largest market is in France, its headquarters have nevertheless been relocated to New York City , even though Havas is still based in France.
