GEOGRAPHY Elbeuf is located on the river Seine approximately 120 Km north-west of Paris . Because of its location on the Seine, Elbeuf has often had problems with Flooding . HISTORY The first written record of the town was in the 10th Century , on a map of Richard I of Normandy, under the name "Wellebou".
