Design and Build is the idea of combining the design phase of a construction project with the actual act of construction, i.e. so that construction commences before the design is complete, in effect anticipating that the change orders which are so common in large projects will result in changes and cost over-runs anyway. Design and build therefore anticpates these changes by permitting the various phases of construction to proceed based upon the idea that subsequent phases of the design will be completed Just In Time and thus construction can commence entirely (without job stops or delays) as if the entire plan was known in advance. EXAMPLE Many experts stated after the 1994 Northridge Earthquake that rebuilding Los Angeles area freeways would take at least five years. By allowing permissible work to commence before designs were complete, the principal contractor was able to complete major portions within nine months. A homeowner might decide to remodel a house. In order to obtain a permit, it is necessary to have plans for the work that is to be done. In the middle of the project, the homeowner decides to change the size of the bedrooms, relocate closets, etc, and is able to do so without incurring a serious cost overrun. However the location of the kitchen sink, which is typically placed right under an appropriately sized window, and which connects to required plumbing supply and drain lines, is not easilly changed late in the design and build cycle.
