The Council of Elders is the main government in the
Village Of Fowl Devotees . They are responsible for making the thousands of rules in the Village of Fowl Devotees. The council doesn't seem to be very reliable, they often just make desicions on the spur of the moment.
All of the council members seem very old, and the council is made of men and women. Every council member also wears foolish looking hats that make it look like crows are roosting on their heads. The hats have little legs dangling off from the birds too, so the feet bounce up and down when the council members move.
Many of these rules are related to crows, for example: "Rule #39:
It is illegal to make anything out of crow feathers." Anyone who breaks these rules is burned at the stake (Rule #2). The most important rule, Rule #1, is that no-one may ever hurt a crow.
The council's headquarters are the Village of Fowl Devotees town hall, where they sit at a long table, and people with problems can sit on benches and wait for a turn to speak to the elders, so they can establish new rules.
There is a referance to a Council Elder in
The Penultimate Peril , as a woman with a crow shaped hat is said to be listenting to a bearded man playing a guitar.
