Specifically, the term draws the distinction between centrally controlled/distributed media and the media that is generated by individuals and distributed by RSS feed. The syndication component is critical in that it allows, by definition, automated delivery of content to those who subscribe.

Citizen media was made possible with the advent of easy to use, popular CMS in the form of open source blog software by such organizations as Wordpress and Movable Type, which offer software to be installed on one's own server. Commercial sources like Blogger also offer the syndication functionality that defines "citizen media" to individuals who do not have access to a server, but the free blogs rarely offer enough space or Bandwidth to manage the demands of producing a video blog or podcast.
