EARLY LIFE AND FAMILY Coons grew up in , Delaware . He graduated from Amherst College in 1985 with a B.A. in Chemistry and Political Science , and then earned his J.D. degree from Yale Law School . In 1992 he received a Master's in Ethics from Yale Divinity School. PROFESSIONAL CAREER Coons began his career as a lawyer for W.L. Gore & Associates, Inc., Newark , Delaware based makers of GORE-TEX fabrics and other high-tech materials. There he was responsible for the ethics training program, federal government relations, e-commerce legal work, and for general commercial contracting. He now serves as an unpaid consultant for Gore. In 1999 , he was awarded the Governor's Outstanding Volunteer Award for his work with the "I Have a Dream" Foundation of Delaware, the Governor's Mentoring Council, and the United Way. POLITICAL CAREER Elected President of New Castle County Council in 2000 , Coons helped secure the financial basis of county government and hired the county's first independent auditor to protect taxpayers against fraud and fiscal abuse. He also led a Rental Housing Task force that proposed increasing oversight and regulation of rental properties, as well as encouraging more police coordination with landlords in dealing with troublesome tenants. Coons began a four year term as the County Executive of New Castle County in January 2005 . In that position he has been working to re-focus the County's budget to continue providing excellent services while managing taxpayers' dollars appropriately and responsibly, and establishing a strong financial future for New Castle County . PUBLIC OFFICES Elections are held the first week of November. The County Executive takes office the first Tuesday of January and has a four year term.
