China Containment Policy





SCOPE

Implement a strategy of conditional containment, in which China follows the rules of international behavior and opens its political system. A reluctant China would face tough resistance from the USA and possibly military confrontation. {Link without Title}


JUSTIFICATION

China has ‘the greatest potential of any nation to militarily compete with the US and field disruptive military technologies that over time offset traditional US advantages’

Ahead of visit to Australia (march 16, 2006), to meet with Japanese foreign minister Taro Aso, Condoleezza Rice warned that Beijing could become a "''negative force''" in the region and that China`s military build-up was concerning for those of us that had a responsibility for defending the peace in the Asia Pacific region.

Objectives
  • Stop China’s non-transparent military expansion

  • Stop China expanding trade and ‘locking up’ energy supplies around the world or seeking direct markets rather than opening them up, and supporting resource-rich countries without regard of the conduct or behaviour of those regimes.



ADVICE TO CHINA

These are some of the advices to China contained in the National Security document published Thursday 16th of 2006, which lays out the policy of containment of China:

:"''The United States encourages China to continue down the road of reform and openness, because in this way China`s leaders can meet the legitimate needs and aspirations of the Chinese people for liberty, stability, and prosperity,''"

:"''China and Taiwan must also resolve their differences peacefully, without coercion and without unilateral action by either China or Taiwan,''"

:"''Ultimately, China`s leaders must see that they cannot let their population increasingly experience the freedoms to buy, sell, and produce, while denying them the rights to assemble, speak, and worship. Only by allowing the Chinese people to enjoy these basic freedoms and universal rights can China honor its own constitution and international commitments and reach its full potential. Our strategy seeks to encourage China to make the right strategic choices for its people, while we hedge against other possibilities.''"


US STRATEGIC ALLIANCES


US – India: It is assumed was established or reconfirmed during Bush’s visit to India in March 2006. The media speculated about the US using India to contain China, claimes that the Indian officials publicly denied. {Link without Title} {Link without Title} {Link without Title}

US – Japan – Australia: Labeled by the Asian media as a ‘little NATO against China’ or the new ‘triple alliance’, Condoleezza Rice’s visit to Australia in March 2006 for the "trilateral security forum" with the Japanese foreign minister Taro Aso and his Australian counterpart Alexander Downer. {Link without Title} {Link without Title}


CHALLENGES

Australia: Australia's growing dependency on China’s market;it’s mining industry is booming thanks to China. Ahead of the visit by Condoleezza Rice and her warning about China becoming a "negative force" Australian Foreign Affairs Minister, Alexander Downer, warned that Australia do not agree with a policy of containment of China.

India: although India‘s trade with China is growing at a pace that could overtake the US – India trade by the end of the decade. China’s economy is ten times larger than India’s, which shows the enormous trade potential between the neighboring nations which are the two fastest growing economies of the world. India has more to lose by joining an anti-China front than staying out of it, as by the end of 2007 China will emerge as India’s largest trading partner. Bush’s visit to India is seen also as a desperate attempt to boost bilateral trade and keep some influence by offering India something that only US can provide, high nuclear technology. China is USA’s main trading partner while India ranks 24. {Link without Title}

Japan: USA economy is 8 times larger than China’s however China has already overtaken the US as Japan’s largest trading partner. China gives imports from Japan preference and priority over the US which has been an important factor in the recovery of the for a decade stagnant economy.
