Each station is operated entirely independently by a Not-for-profit entity. In the cases of Melbourne and Sydney, the operator of each license is a consortium. The stations have little organisation and programming in common, and so they aren't a network (in many commonly held definitions of the term). However, some programs are broadcast on multiple stations in the group, and they do co-operate with each other in various ways for political and other common gain. STATIONS
