Dr. Arthur A. Schuck was the founder of the Chester County Council of the Boy Scouts Of America . Dr. Schuck later became the third Chief Scout Executive of the BSA. As he had been James E. West 's Deputy Chief Scout Executive, some thought he would become the next Chief Scout Executive. Instead he was passed over for outsider Elbert K. Fretwell, and became a Council Scout Executive. Dr. Schuck died in office, which is why he was not according the title of "Chief Scout" that his predicessors received on their retirement. Dr. Schuck was awarded the Bronze Wolf , the only distinction of the World Organization Of The Scout Movement , awarded by the World Scout Committee for exceptional services to world Scouting, in 1960. |
